Federated context coordination gives teams one governed source of truth without requiring every team to work in the same place or surrender ownership of what it knows best.

Each team owns and reviews its context. Other teams and agents depend on explicit releases instead of copying mutable files or relying on informal handoffs.

Federation centralizes shared rules and released dependencies. It does not centralize every working file, judgment, or editing surface.
